Anti-Ragging Committee  

(Academic Session: 2024-2025)

In view of the directions of the Hon’ble Supreme Court in SLP No. 24295 of 2006 dated 16th May 2007 and in Civil Appeal number 887 of 2009, dated 08th May 2009 the Vedatya Institute has constituted the Anti Ragging & Disciplinary committee to eradicate/prohibit the ragging. This Committee will ensure compliance with the provisions of Regulations as well as the provisions of any law for the time being in force concerning ragging; and also, to monitor and oversee the performance of the Anti-Ragging Squad in prevention of ragging in the institution. As per the order of the Supreme Court of India and subsequent Notification from the University Grants Commission (UGC), ragging constitutes one or more of any intentions by any student or group of students on:

  • Any act of Indiscipline, Teasing, or Handling with Rudeness.
  • Any act that Prevents, Disrupts Regular Academic Activity.
  • Any activity which is likely to cause Annoyance, hardship, Psychological Harm or creates Fear or Apprehension.
  • Any Act of Financial Extortion or Forceful Expenditure.
  • Any Act of Physical Abuse causing Assault, Harm, or danger to Health.
  • Any Act of abuse by spoken words, emails, SMS or public insult, etc.
  • Any Act of Wrongful Confinement, Kidnapping, molesting or committing unnatural offenses, use of criminal forces, trespass, or intimidation.
  • Any unlawful assembly or conspiracy to ragging.
  1. Anti-Ragging Policy:

Vedatya Institute has zero tolerance policy towards ragging. Ragging is strictly prohibited inside and outside the institute campus. The Institute strictly follows the guidelines on ragging issued by the Honourable Supreme Court of India and University Grants Commission (UGC).

As a preventive measure, all existing students, fresher’s and their parents/guardians shall submit an undertaking in the prescribed form in the beginning of the academic session itself, failing which the concerned student will not be allowed to attend classes until he/she and his/her parents/guardians submit the said undertaking.

The anti-ragging committee and anti-ragging squad aim to prevent ragging on the campus and take proper action against those indulging in it. To root out ragging in all its forms from the institution by prohibiting it by law and preventing its occurrence by following the provisions of the Regulations of the Supreme Court and UGC. Appropriate punishment will be taken against anyone found guilty.

  1. Objectives: 

Anti-Ragging Committee is responsible for inculcating Culture of Ragging Free Environment in the Campus. The Anti-Ragging Squad will engage in the activities checking places Hostels, Buses, Canteens, Classrooms and other places of student congregation. Anti-Ragging Committee will be involved in designing strategies and action plan for curbing the Menace of Ragging in the college by adopting array of activities. The Committee also would conduct awareness programmes from time-to-time in the campus.

  1. Functional Responsibilities:
  • Anti-Ragging Squad will meet at least twice, one to be necessarily in the beginning of the year.
  • The functions of the Anti-Ragging Squad will be to keep a vigil and stop the incidences of Ragging if any, happening/reported in the places of Student aggregation including, Classrooms, Canteens, Buses, Grounds, Hostels, etc.
  • The Squad will also educate the students at large by adopting various means about the menace of Ragging and related Punishments there to.
  • A gamut of positive reinforcement activities is adopted by Anti-Ragging Squad for orienting students and molding their personalities for a better cause.
  • They shall work in Consonance and Guidance of Anti Ragging Committee.
  1. This committee performs the function:

The anti-ragging committee monitors the undertaking by the institute in the prescribed format from the candidate concerned on anti-ragging at the time of admission, addresses the students and parents by the committee members on the anti-ragging committee, form monitoring cells (Anti-ragging squad’s faculties for surprise raids), suggest measures tighten the security. This anti-ragging committee also imposes penalties for such ragging activities. If the committee finds prima facie evidence of ragging based on any complaint it receives, the committee will take immediate action, up to and including the filing of an FIR with local police if deemed necessary.

  1. Punishment for Ragging:

Depending on the nature and gravity of the offence as established by the Anti-Ragging Committee of the institute, the possible punishments for those found guilty of ragging at the Institute level shall be any one or any combination of the following:

  • Sending reinforcement or any medical help, if required.
  • Suspension from attending classes.
  • Debarring from appearing in any test/examination or other evaluation process.
  • Withholding results.
  • Withholding/withdrawing scholarship/fellowship and other benefits.
  • Debarring from representing the institution in any regional, national or international meet, tournament, youth festival, etc.
  • Suspension/expulsion from the hostel/Institute.
  • Cancellation of Admission.
  • Rustication from the Institution for a period ranging from 1 to 4 semesters.
  • Expulsion from the Institution and consequent debarring from admission to any other Institution.
  • Collective punishment: if the persons committing or abetting the crime of ragging are not identified, the institution shall resort to collective punishment as a deterrent to ensure community pressure on the potential raggers.
  • The Anti Ragging Committee will examine the matter which has been reported to it and recommend appropriate penalty/punishment against the delinquent student(s) for decision of the anti-ragging committee. The decision of the anti-ragging committee in all matters of ragging will be final (Wherever required the anti-ragging committee may report the matter to Civil Police or the Distt. Administration or lodge an FIR etc).
  • In appropriate cases where it is not expedient to wait for the report/recommendation of the Anti-Ragging Committee, anti-ragging committee will be competent to award any punishment to the delinquent student(s).
  1. Action Procedure:

(a). Any incident of ragging noticed by Anti Ragging Squad(s) or by any Faculty member, Staff or Student will be promptly reported to Anti Ragging Committee /Programme office.

(b). The Anti Ragging Committee will examine the matter which has been reported to it and recommend appropriate penalty/punishment against the delinquent student(s) for decision of the anti-ragging committee. The decision of the anti-ragging committee in all matters of ragging will be final (Wherever required the anti-ragging committee may report the matter to Civil Police or the Distt. Administration or lodge an FIR etc).

(c). Depending upon the gravity of the matter and the urgency involved the anti-ragging committee may take immediate action in the matter.  This may include any of the punishments/steps mentioned under punishment for ragging (Point No 5).

(d). In appropriate cases where it is not expedient to wait for the report/recommendation of the Anti-Ragging Committee, anti-ragging committee will be competent to award any punishment to the delinquent student(s).
